Bad Cell? on my 3S Lipo

Hello guys and gals. Hope all is well with you all. Hope the family is safe and being cautious.
Prayers to all.

My dynamite 3S LIPO 5000 Mah 50C, its called a Reaction 2

It has about 14 cycles on it and always balance charged.
All of a sudden yesterday it ran a much shorter time on my Granite Blx. It had been getting 21-23 minutes the way we run it. This time maybe 13 minutes.

When I tried to charge it the charger said, 'Can't detect balance circuit'. But then I noticed no voltage on one cell. It wasn't the balance board which is working fine on the other batteries. The on cell is showing no voltage.

Questions:
Can I open up the pack and see if its a loose connection on the balance wires?
Can I check each cell individually with a Voltmeter?
What should I be careful of?

Any other thoughts would be appreciated.

Yes and yes; be careful you don't short any of the wires together. Sounds like a broken balance cable somewhere. May be fixable. Start by examining the balance connector before taking the pack apart! May be just some dirt. The short runtime is weird, though.
