Kraton Hex broke off in wheel axle

As you can see, the hex wrench broke off inside the set screw inside the rear wheel axle. Tried heat and cold with a hammer to try and knock it out. Tried drilling but tool steel does not like to be drilled into. Any other ideas? It is such a tiny screw and would really not like to spend $40 just to have to replace a broke off hex...

Maybe once you drive the pin out and remove the hex it will release the tension on the set screw and will be easier to remove.
 
The set screw is still stuck in the axle stub - and if I'm reading correctly, Hawkeye_Joe was able to drive the pin out and remove the hex, so I think he needs a new axle stub and new set screw and would be able to reuse the hex and pin.
True, I wasn’t thinking ??‍♂️ You’d still need to address the broken set screw in the axle stub.
