If you leave all the dirt on it forms a protective layer and works as an exterior loctite to keep screws tight. Cleaning and fiddling with the screws and stuff just messes up a perfectly set up car.You could have clean and you can have clean but seized to the max.
IMO simply not having dirt is not considered clean. Along with cleaning comes maintenance.
Taking the dirt of then properly lubing, deburring any messed up plastics, tightening screws, and so on all falls into cleaning.
Just taking the dirt off of what can be seen is almost as bad as just leaving it all dirty.
Again all just my take.
