Is this Outcast noise normal?

Yup, just the sound of the rotor passing the magnet then resonating through the all metal drive train.
 
If you removed the motor, all you would hear would be the clicking of the dog bones in the cups. As mentioned, the noise is from the high strength magnets trying to keep the rotor from moving, so as the motor turns, it goes over the magnetic hump, then spins quick to the next magnetic hill and slaps the pinion against the spur as it does it. Metal on metal banging into each other with a big aluminum speaker (the chassis deck) to amplify it.

Take the motor out and spin the shaft with your hand and it will make more sense. :)
