Thanks, are the still a fire hazard if they are flat?
Or brand new and uncharged
 
If they are dead flat around 0v per cell they arent a problem. Discharged to 3.2v a cell small ones make a good smoke bomb and big ones can get hot enough to start on fire. Full batteries typically will start on fire when damaged and overcharged batteries usually explode violently in flames.
 
I store them in single-pack heavy lipo bags without worry. I used to store them in a box packed with broken glass and rusty nails, so the lipo wasn't the scariest thing in there. I thought for awhile about using snakes and imported hairy spiders, but now I just use the bags.
