I was cleaning my motor after some heavy mudding (Granite submerged over the hood in thick brown water), and I noticed this little brown thing had come unsoldered from the case. I have two questions: What the hell is that brown thing? Will this make the RC slower?

I realize the answer to the first question will probably inform the second, but I know so little about electronics a web search isn't netting me any answers. I intend to get a cheap solder gun or pen tomorrow, but I want to learn something from this.
 
These capacitors reduce the radio frequency noise generated by the making and breaking of electrical contact of the brushes inside the motor. Things will probably work just fine without them, but you may interfere with AM/FM/mobile reception of devices near you. Your car won't run slower, but you may notice lower range of your transmitter...
