New Rocket 4092 motor... does this look right?

Hi guys,

I just received my Rocket motor from China, but when I tested it with no load it sounded a bit grindy and not smooth. So I opened it up and found this... Does it look right? I'm not sure what the glue is for, seems like it would unbalance the rotor... Also appears as though the kevlar windings are already degrading?
