Is it bad that my second cell in my 3s battery is reading lower than the other ones?
Notorious Ohms and resistance?!

Well how much? What are the readings for all the cells?

2.0 in 1&3, 1.8 in the second cell.
It’s fine. They’re not gonna be exactly the same.

In a perfect world, the resistances would be close to 0, so if anything, cell #2 is better than the others

Just to make sure - are these numbers in volts or ohms?

Whoah, I hadn't even considered that. I sure hope we're talking mOhms, and not volts!
Don't sweat it.
Unless you have a high precision tester, you will probably see +/- a few miliohms from time to time. Also IR changes depending on the state charge, age, temperature, if they have been recently run/charged and a bunch of other variables.
Realistically, I would just take the average the all the cells and if a cell is out by more than 1-2 miliohms from the average then keep an eye on it.
