Pretty normal. Both my 3s lipos do that. Just ensure you balance each charge.
 
Don't sweat it.

Unless you have a high precision tester, you will probably see +/- a few miliohms from time to time. Also IR changes depending on the state charge, age, temperature, if they have been recently run/charged and a bunch of other variables.

Realistically, I would just take the average the all the cells and if a cell is out by more than 1-2 miliohms from the average then keep an eye on it.
