No, the rating on the batteries is at storage charge. Approx 3.7v/cell. A fully charged LiPo cell will be 4.2v/cell. So you should have a total 12.6v for a 3s battery.

That’s completely normal, please read up on LiPo safety!!!

The nominal voltage of a lipo cell is 3.7volt.
So a 3s lipo has a nominal voltage of 11.1volt.
Fully charged the voltage is 4.2volt per cell.
At 3.2volt the cells are (almost) empty.
So nothing is wrong!
