So I got these tires off a member on here on the forum. These were somewhat used but are in good condition. Should I glue these up with proline CA glue I have laying around?

If you have a dremel, grind out a bit of that coarse area first, clean it then glue it. I've glued plenty of tires like that which ended up lasting a long time.
