Was browsing around on Hobbyking when I saw this https://hobbyking.com/en_us/inner-10mm-trim-washer-pack.html?___store=en_us
Includes:
12 x 10 x 0.05mm (10pcs)
12 x 10 x 0.1mm (10pcs)
12 x 10 x 0.2mm (10pcs)
12 x 10 x 0.3mm (10pcs)
That is 40 shims for 99 cents! God knows what you would need a 12x10mm shim for but hey that is a deal. And those little plastic containers are worth way more than 99 cents. They also have a bunch of other sized for around $5 for a pack of 40.

To adjust gear mesh inside diffs and the ring/pinion of diffs. Also to remove slop out of other parts.

With diffs, you want very little play when everything is assembled to help prolong the life of the diffs. Spending some time and a few $ on shims could extend their lives a lot.

These are universal? These can be used on any truck?
 
Just go to your LHS and ask for a shim kit for your model. They will point you in the right direction.

No... and yes. You have to figure out what sizes you need for inner diameter (ID) and outer diameter (OD) as well as thickness.

For arrma diffs, there's a set by mugen that should have enough to shim all 3 1/8th internal diff cups, but you still need to find either 8mm ID or 16mm OD shims for the ring gear. Most go with 16x13mm and shim the outside of the bearing, but you could get 8mm and shim the inside of the bearing... but it's a pain because you... nevermind, it's a pain. lol

I used these for the ring gear: SWX-101018 SWorkz 13x16x0.2mm
On the inside, I used all of these: MUGE0206 Mugen Seiki Differential Washer Set
