Why does he mean by changing sides? Doesn't the water come out of the holes? what's the point?

What does he mean? I don't get it? Why would you need to swap your tires side and why?
 
The V shape compresses the water or dirt into the tyre instead of pulling it out of the center. The tip of the V of the tread must point forwards. With my real time dirt track racer it will break the axles if the tyres are on backwards.
 
Directional tires are designed to push the water from the center and move it outward. When they're on backwards (or you're going in reverse) the water will be pulled to the center and make hydroplaning more likely.
 
Look at the sidewalls and see if they have directional arrows on them or say “this side out.”
