I buy random cheap parts from China all the time. Sometimes it would come with some miscellaneous free gift sent separately which would arrive weeks after the actual product. The 25¢ watch seems like one of them. I never got it though. I would get stickers, microfiber cloths, & fake GI Joe guns

I think it's like their incentive to try to get you to buy from them again.
Jim from Jim's Bearings gives out Jolly Ranchers with his bearings.
@RCJuice gives out DUM DUMS with every order.
But they sell some good stuff, so that is an incentive itself.
