U could go down the grades on sandpaper 800-1200-1500-2000 etc to get rid of the back spots, buff with scotchbrite, then polish with a aluminium paste and a dremel, gives a mirror like shine ?

Okay thanks guys. I have them assembled now, so I will have to wait to do it when I clean them again. I don't have enough oil atm to empty them and polish them now.

I removed the red coating off my shocks with easy off. How do I get rid of the black spots and dark spots on the aluminium now? Thanks.

Mothers mag & Aluminum polish! Cleans them right up. I included a picture to so the before and after.

I had the same black stuff. Sometimes it's primer that's still stuck on.
These on my dremel cleaned up the aluminum extremely well after I de-anodized.
The small wire brushes cleaned up all the corners and edges.
