Is that a skid plate?

I believe that is an aftermarket front bumper. It should be installed onto the bulk head first and then onto the bumper second. Would use the thickest O ring you can find on the bulkhead to bumper support screw (the one with two screws in the pick) first and a couple (or more) O rings w/washers or two at the bumper side.
These are meant to transition shock. Kind of like a bumper shock absorbed. (wink)
