It has a top speed of 62 mph and will be street legal in Europe, although not, sadly, in the U.S.So why do you need to move to Europe? It just says that it's not street legal in the US. It doesn't say you can't get it here. I would assume it would be like a side by side where you just can't drive it on highways and freeways.

As far as I remember Kawasaki even pulled SSV /ATV out of the European market 2019. Few places you can drive.
