Notorious Sterring washers place

Hello, can someone please help me? I don't remember where the 2 marked washers belong. Do they belong under the square screws or under the small Allen screws that belong on the steering? Or different!

They go on the bottom of the steering link on top of the bell crank arms. The shoulder screws should not be able to go completely through those washers to keep your linkage free to swing back and forth. Hope this makes sense.
