Water in belted tires. Can i drill vent holes?

You read the title. I have driven in wet/muddy conditions and washed my set of belted katars and I'm certain there's water inside. My original plan was to vent them but I've seen people say to not vent belted tires. What should i do? Does anyone know where the belts run so i can avoid drilling into one?
 
I prefer to mount a 1/8" drill bit in my electric dremel and create enough RPM heat to drill-burn a nice clean hole through the tire/belt. If you don't get a clean thru hole the belt will potentially tear, especially being unbalanced from water/dirt.

That's why I heat up the pick, it makes and cauterizes the hole all in one👍
