I have 2 motors that are basically the same minus can length. Both have KVs in the 1600 range but the difference in magnet strength is night & day. My 4092 is so strong you damn near need pliers to turn it while my 4082 is very easily turned by hand.

Is this significant?
 
Stronger magnets definitly means more torque, but I'm not sure that how hard it is to turn by hand is telling much about how strong are the magnets, it could be effected by the arrangement of the magnets vs the slots and the wires..

For example the 3s Arrma motor is very hard to turn by hand vs the cheap motor i got from ebay, yet i don't feel much difference when driving the car, the ebay motor is definitely smoother at low speeds and cogs less.

I admit i don't fully understand electric motor design tradeoffs, but i'm sharing my experience.
