Yep. I run a DX3 on my granddaughter’s Machete, and it works fine. I usually keep that thing turned all the way down lol.

It should,the radio limits the throttle not the esc.

How is the machete as far as build quality

It’s not terrible, but it’s not as high quality as an Arrma. I got mine for $300 brand new, otherwise I’d probably not have bought it. Handles awesome, but maintenance is a bit of a pain. I gave it to a 6 year old if that tells you how much I liked it lol. I run it on 2s with power set low for her until she gets a little better with it.
