What is the best Tap and Drill set out there, to convert M3 threads to M4 threads?

Like if you want to buy a set that has tap drills & taps, many MM sizes?

Is a start. Cheap. But a start. If it's for plastic RC stuff then maybe just get just what you need. I work in a machine shop. Greenfield brand is great. Or OSG brand. YM. Is mainly what I buy for the shop.
I have their drill/tap combo for quick plastic thru holes 👍🏼

0.7 is a M4
0.8 is a M5, if your talking about the pitch of the threads.
M3 is a 0.5. A M3 od is close to a tap drill size for a M4. Plastic is so soft, if it's stripped you can just tap a stripped M3 w a M4 tap w/o drilling 1st.
To determine tap drill size for any MM tap, subtract the pitch from the total diameter.
M4x0.7 . 4 minus 0.7 = 3.3.
M5x0.8 . 5 minus 0.8 = 4.2
So on & so forth.

That's some good info right there!! 👍
In case you're wondering, I have a few rigs with a Hot Racing front chassis brace. I'm going to drill and tap the the part of the chassis brace that connects to the top plate to M4. One of the M3 screws snapped on me last week. My other rigs that have M2C and EXB chassis braces, which already have M4 threads are that much stronger.

Got it. Yes I have drilled & tapped some aluminum braces out from M3 to M4. You'll need a #30 drill bit & a M4 tap.

No that set sucks, the taps are just crap, the handles are crap it is just all around crap I tossed mine in the trash.

Get this one https://www.amazon.com/Du-Bro-510-Piece-Metric-Drill/dp/B0006O8TP8 that has all the common sizes you need for rc or they sell just the m4 separate https://www.amazon.com/Du-Bro-373-Tap-Drill-Set/dp/B0006O4H1S?th=1

I'm fortunate enough to have access to my companies Grainger account, so I get free shipping plus a discount. Though I do laugh my arse off at the Grainger commercials.. for the ones who get it done, yeah, at double the cost!!🤷‍♂️😂 seriously though, even with the discount and free shipping, many items are cheaper pretty much anywhere else. Including Zoro, which is owned by Grainger..🤷‍♂️
But, the Grainger catalog is vast indeed, so, I do buy fasteners (and taps) from them for my rc's. E6000 at a pretty good price too.
