The three fingers look like some sort of stepping clamp or vise/chuck type thing you would see on a lathe. It looks like you hold the middle wheel and turn the back one, and the three fingers will move. Maybe it's some sort of internal pipe clamp.

How big is it? There is no sense of scale to the picture.
Are there any markings on it - Look carefully?
Does it turn or do anything?
What's on the back of the wheel, is the a nut you can put a ratchet on?
Where did you find it? Some context of what else is with it might help.
